A controversy has erupted at the residential complex after the Apartment Owners Association (AOA) issued a notice to resident Rahul Raj for sharing details of repeated plaster fall incidents on social media. The development has shifted the focus from the structural safety of the buildings to a larger question: Should residents be penalised for raising issues that concern public safety? The notice has also reignited debate over whether preserving a society’s image should take precedence over openly addressing safety concerns that could endanger lives.

Two plaster fall incidents in 48 hours

According to Rahul Raj, two separate plaster fall incidents were reported inside the society on July 1 and July 2, raising concerns about the structural condition of parts of the residential complex. Following the second incident, Rahul Raj posted a detailed safety alert on social media on July 2. In the message, he stated that at around 7 am, a large chunk of plaster fell from the roof above the 14th floor of J Tower, landing just metres away from the society’s walking track. He claimed that a senior citizen was walking nearby and narrowly escaped injury. Calling it an “extremely serious safety issue”, the post questioned who would be held accountable if the falling debris had resulted in a fatality.

The post that triggered the notice

Far from being inflammatory, Rahul Raj’s message primarily sought urgent corrective action. In the post, he argued that while repairing construction defects may be the builder’s responsibility, ensuring residents’ safety remains the AOA’s foremost duty. He said the association must ensure that the builder carries out repairs within a defined timeframe instead of allowing hazardous conditions to persist.

The post demanded an immediate structural safety audit of the entire society, barricading of all vulnerable areas, priority repairs by the builder and a written communication explaining the preventive measures being taken to avoid similar incidents.

The message concluded with a stark warning that the latest incident had ended without casualties only by chance and that the next one could prove far more serious if prompt action was not taken.

Residents approached authorities

Rahul Raj said residents first informed the AOA about the incidents and later met Greater Noida District Magistrate Medha Rupam, urging intervention. They also appealed to the Greater Noida Industrial Development Authority (GNIDA) to inspect the society and address the recurring safety concerns.

Instead of receiving an update on corrective measures, Rahul Raj said he was served with a show-cause notice asking him to explain within seven days why action should not be initiated against him.

AOA cites reputational damage

In the notice, AOA Secretary Anjani Kumar Pandey reportedly alleged that misleading information regarding the society had been circulated through newspapers and social media, adversely affecting its reputation. The notice states that complaints should first be brought before the AOA or the maintenance team instead of being made public. It also notes that nearly 900 families live in the society and argues that public circulation of incomplete or unverified information could adversely affect property values and the society’s image.

Residents of Greater Noida West are strongly objecting to the notice, questioning whether residents are now expected to remain silent even when safety is at stake.

“If raising our voice for residents’ safety is wrong, then every resident who speaks up should also receive a notice. Residents have been living with unresolved maintenance issues for a long time and continue to rely on assurances that the problems will eventually be fixed. We raised this issue only to prevent an accident, not to defame the society,” he said.

He further alleged that residents have repeatedly flagged maintenance-related concerns but have seen little meaningful action. According to Rahul Raj, the notice appears to send a message that those highlighting problems may themselves face consequences. He has said he intends to challenge the notice before the court.

Bigger questions remain unanswered

While the AOA has defended its decision by citing concerns over the society’s reputation, several residents believe the more pressing issue is whether recurring plaster falls point to larger maintenance or structural deficiencies that require immediate attention.

The controversy also raises broader questions. When residents publicly report safety hazards after allegedly exhausting internal channels, should the response be a structural audit or a show-cause notice? Does protecting a society’s image outweigh the need for transparency when public safety is involved?

These questions have become central to the debate unfolding at Raksha Adella.

For now, the plaster fall incidents have become more than isolated maintenance issues. They have exposed an emerging conflict between image management and accountability in high-rise housing societies. As the resident prepares for legal action and authorities face calls to examine the society’s structural safety, many residents believe the priority should remain unchanged: ensuring that the next falling piece of plaster does not become a preventable tragedy.
