Greater Noida: Homebuyers of the Capital Athena residential project in Greater Noida have alleged that they are facing financial and administrative difficulties due to what they describe as arbitrary practices by the builder. Residents claim that after purchasing flats based on promises and marketing commitments, they are now being subjected to additional charges and payment demands that they consider unjustified.
Buyers Allege Delay in Possession and Registry Process
According to several buyers, the builder is creating hurdles in the possession and registry process by linking them to various additional payments. Homebuyers allege that they are being pressured to pay extra charges before receiving possession or completing registration formalities.
Residents further claim that maintenance charges are being calculated from the date of issuance of the Occupation Certificate (OC) rather than from the actual date on which possession of the flats was handed over. Buyers argue that maintenance fees should only be applicable from the date they receive physical possession of their homes.

Concerns Over Common Area Electricity Charges
Residents have also raised concerns regarding the billing of common area electricity expenses. According to buyers, an amount of ₹1,500 per flat was recently deducted from funds already collected for generator-related expenses. They further allege that electricity costs incurred by the builder’s office, labour accommodation and ongoing construction activities have been added to residents’ bills.
Adding to their concerns, residents claim that the builder is now proposing an additional charge of ₹3,000 per flat this month, over and above the regular maintenance fee. Homebuyers have demanded complete transparency in the calculation and allocation of such expenses.
Residents Question Financial Burden
Homebuyers argue that they should not be made to bear financial liabilities arising from delays in possession, particularly during periods when they did not have access to their flats. They contend that imposing maintenance or other operational costs before actual possession is unfair and contrary to the principles of consumer protection.
Residents have also expressed dissatisfaction over the level of services being provided, despite what they describe as already high maintenance charges. According to them, several essential facilities within the society are yet to be delivered or are not functioning satisfactorily.
Complaints Filed With Authorities
Residents say they have repeatedly approached relevant government departments and regulatory authorities seeking intervention. They have demanded an audit of the builder’s accounts and billing practices, a review of the additional charges being imposed and protection of homebuyers’ interests.
However, residents allege that despite multiple complaints, no concrete action has been taken so far, leading to growing frustration among affected families.

Many families who invested their life savings in the Capital Athena project say they are now facing mounting financial pressure and uncertainty. Homebuyers have appealed to the government, development authorities and regulatory bodies to investigate the matter and ensure a fair resolution.
