Noida: A five-member committee has been formed under the chairmanship of DM Noida to ensure the safety, maintenance, and operation of lifts and escalators in high-rise and low-rise societies, malls, and offices in Noida, Greater Noida, and Greater Noida West. The first meeting of the committee will be held on October 29. At this meeting, complaints related to lifts will be heard, and a framework for implementing the Lift Act will be prepared.
A five-member committee will implement the rules
Considering the safety of those commuting by lift, the Yogi Adityanath government of UP made the UP Lift and Escalator Rules 2024 effective on September 25. To implement this rule, an order was given to constitute a committee at the district level. A five-member committee was formed in Noida under the chairmanship of DM Gautam Buddha Nagar. This committee is responsible for implementing the Lift and Escalator Rules at the district level. Officers of the authority are also included in the committee.
In this committee, the Vice President of the Development Authority, ADM Finance and Revenue, Municipal Commissioner or Executive Officer, Executive Engineer Public Works Department and Assistant Director of Electrical Safety have been given the responsibility of convener. These members will report to the DM on the activities related to maintenance, safety and operation of lifts and escalators, and appropriate action on any accident.
Registration is mandatory within six months
It will be mandatory for every lift and escalator owner to get registered within 6 months of the implementation of the new rules. Under Section 10 of the Act, the Act will apply to lifts and escalators already operating in the state. Under Rule 7, a provision has been made for the registration of the lift by the construction commissioning agency. There is a provision for its annual maintenance to be done by the agency. In case of negligence in this, a late fee will be charged. In Section 12 of the Lift Act, there is a provision for the District Magistrate to get an inquiry done by the Electrical Inspector and Executive Magistrate in case of an accident related to a lift or escalator. It has been provided in rule 9 that the arrangement for maintaining the logbook will be made by the lift and escalator owner and will be made available on demand for inspection.
Flood of accidents in Noida-Greater Noida
There is a flood of accidents of lift falling, stopping and getting stuck in Noida-Greater Noida and Greater Noida West. Due to improper maintenance of lifts, lift-related accidents occur almost every day in high-rise societies. At present, due to no accountability of anyone, the maintainers in the societies are negligent about accidents. With the implementation of this new Act, it is expected that accountability will increase and accidents will decrease.
