Eldeco Aamantran: DR Seeks Explanation from AOA Over Alleged Irregularities, Residents Raise Transparency Concerns

Noida: The functioning of the Eldeco Aamantran Apartment Owners Association (AOA) has come under scrutiny after the Deputy Registrar (Firms, Societies and Chits) issued a notice seeking a detailed explanation over several alleged irregularities and policy decisions. 

According to residents, the notice pertains to actions taken by the AOA despite an order issued by the Deputy Registrar on April 15, 2026.

Notice Questions Policy Decisions

Residents claim that the April 15 order had clearly stated that the existing AOA was not authorised to take any policy-level decisions. However, they allege that several important decisions were made thereafter, prompting the Deputy Registrar to seek clarification.

Questions Raised Over Compliance With PVVNL Orders

One of the key issues highlighted by residents concerns alleged non-compliance with directions issued by PVVNL. According to residents, the electricity department had twice directed that maintenance charges should not be recovered or adjusted through prepaid electricity meters. 

They allege that despite these instructions, the AOA failed to implement the required changes.

Residents have demanded immediate compliance with the PVVNL directives and have urged the AOA not to use the electricity system for the recovery of maintenance charges in the future.

Clarification Sought on Bank Account and Capital Expenditure

The notice also reportedly seeks an explanation on how a new bank account was opened without approval from the General Body Meeting (GBM) or residents, and on what basis society funds were transferred to the account.

In addition, the Deputy Registrar has reportedly asked the AOA to clarify the authority under which capital expenditure was incurred while an inquiry is pending before the SDM Dadri and restrictions are stated to be in force on various matters.

Financial Decisions Also Under Scanner

According to residents, the notice also seeks clarification regarding financial and administrative decisions, including expenditure incurred from residents’ funds for litigation before the High Court and other financial matters.

Direction to Display Notices Publicly

Residents further stated that the Deputy Registrar has directed the AOA to display all notices and orders related to the matter on the society’s notice board to ensure transparency and make the information accessible to all residents.

Closure of Preschool Raises Concern

Another issue highlighted by residents is the reported decision to shut down the society’s preschool and crèche, which they claim has been operating for nearly a decade. They said the decision has caused concern among several families residing in the society.

Residents Welcome Action, Plan Further Representation

Residents welcomed the Deputy Registrar’s intervention, saying they hope it will lead to a fair inquiry and greater transparency in the functioning of the AOA.

They also stated that if the AOA continues to ignore directions issued by competent authorities, particularly those related to PVVNL, and proceeds with disputed policy or financial decisions, they will approach the District Magistrate (DM) and other competent authorities seeking further action.

Residents reiterated that the society should be governed strictly in accordance with the Uttar Pradesh Apartment Act, directions issued by competent authorities and principles of transparency. 

They maintained that no policy or financial decision should be taken without following the prescribed legal process and obtaining residents’ approval.
