Delhi-NCR commuters beware: Without a valid PUCC and proper vehicle documents, your car may be denied entry into Delhi and fuel at petrol pumps

If you live in Delhi or commute daily by car from Noida, Gurugram, Ghaziabad or Faridabad, this update directly affects you. Owing to hazardous pollution levels, the Delhi government has enforced strict new rules from December 18, 2025, impacting both travel and expenses.

With air quality worsening, the Delhi government has rolled out tough measures that could stop vehicles at the border and even deny fuel within the city. If your vehicle fails to meet the new requirements, you will not be allowed to enter Delhi, and petrol pumps will refuse to dispense fuel.

Entry Ban On Non-BS-6 Vehicles

The biggest change is the ban on vehicles below BS-6 standards from entering Delhi. Only BS-6 petrol and diesel vehicles from neighbouring states such as Uttar Pradesh and Haryana will be permitted.

If your private car, taxi or commercial vehicle falls under BS-2, BS-3 or BS-4, do not attempt to cross into Delhi; you will be turned back at the border.

To ensure strict enforcement, police and transport department teams have been deployed at all Delhi entry points since Thursday morning.

Exemptions From The Ban: Electric vehicles (EVs) and CNG vehicles are fully exempt from these restrictions and can enter Delhi without any issues.

‘No PUCC, No Fuel’ Rule Enforced

The Delhi government has also strictly implemented the ‘No PUCC, No Fuel’ policy. From Thursday onwards, every vehicle entering a petrol pump in Delhi must have a valid Pollution Under Control Certificate (PUCC).

Petrol pumps are now equipped with automatic number plate recognition (ANPR) cameras, which instantly detect vehicles without a valid PUCC. Government staff will also conduct physical checks at fuel stations.

If your PUCC has expired, the pump operator will refuse to provide petrol or diesel.

How To Check Your Vehicle’s BS Standard

You can verify your vehicle’s Bharat Stage (BS) standard by checking the Registration Certificate (RC). The RC clearly mentions whether your vehicle is BS-4 or BS-6.

If you own an older vehicle, BS-3 or BS-4, it is advisable to use metro services, buses or app-based cabs for travel to Delhi.

How To Check PUCC Validity

You can check your PUCC expiry date on the hard copy certificate. Alternatively, PUCC validity can be verified online at vahan.parivahan.gov.in/puc.

With these measures now in force, commuters are urged to check their vehicle compliance carefully to avoid fines, fuel denial or being turned back at Delhi’s borders.
