Five Noida issues filed with PMO amid rising pollution, delayed projects & administrative negligence

Noida : In a strong appeal for administrative accountability, residents of Noida have filed five major complaints with the Prime Minister’s Office (PMO), highlighting severe pollution, infrastructural delays and repeated violations by public departments themselves. The grievances reflect the growing frustration among citizens over worsening civic conditions in one of India’s fastest-growing urban centres.

Key grievances submitted to PMO

1. Delay in FOB construction at Sector 76 metro station

Despite being a critical pedestrian safety requirement, the Foot Over Bridge (FOB) remains incomplete, endangering thousands of commuters.

2. Escalating pollution due to Noida Authority’s lax departments

Residents allege that Noida Authority’s own departments, Civil, Jal and Electrical, are openly violating dust-control norms, worsening AQI levels.

3. PVVNL’s road-damage-causing dust pollution

Frequent road-cutting by PVVNL for underground cabling works, without proper restoration, remains a major dust pollution source across the city.

4. Sector 12–22 to the city centre underpass has been neglected for 1.5 years

The key underpass road remains broken, with repair estimates pending for over 18 months.

5. Filthy and damaged road under DSC elevated corridor

The stretch from Sector 41 to Baraula–Sector 82 remains choked with potholes, dust and garbage due to administrative neglect.

Residents Alert PMO on Noida’s persistently high pollution levels

Residents have reminded the Prime Minister that the Central Government introduced the NCAP (National Clean Air Programme) and allocated nearly ₹13,000 crore nationwide for pollution reduction. Of this, Noida Authority received ₹57 crore. Yet, Noida continues to rank among the top five most polluted cities in India. Citizens allege that Noida Authority’s own departments are among the biggest violators of NGT’s dust and construction rules:

  • Just yesterday, a ₹5 lakh fine was imposed in Sector 142 for GRAP-III violations.
  • Similar violations were recorded at Sector 50–41, Sector 116–120, and Sector 74–120.

They further pointed out that the Noida Authority lacks a functional Pollution Control Cell, despite repeated complaints.

PVVNL’s road damage: A major source of dust pollution in Noida

In their detailed submission, residents have also highlighted that dust pollution caused by PVVNL’s underground cable work is one of the biggest reasons behind Noida’s poor AQI.

  • Roads are dug up for cable replacement or repair and then left unrepaired, exposing loose soil and creating continuous dust pollution.
  • Sector 1, Noida, recently witnessed such violations, resulting in a ₹50,000 fine.
  • Yesterday, Sector 60 saw a similar violation, leading to a ₹20,000 fine.
  • The same pattern has been reported across sectors, including 76, 77, 22, and 50.
  • In Sectors 76 and 77, the damage caused months ago remains unrepaired to this day.

Residents also revealed that in March 2025, the Pollution Control Board wrote to the Chief Engineer, PVVNL, directing action against irresponsible contractors but no response has been given till date.

Repeated appeals ignored

Citizens say they have continuously approached:

  • Chief Secretary, UP Government
  • MD, PVVNL
  • Chief Engineer, PVVNL Noida
  • Through Email, Twitter, PG Portal and CM Portal

Yet neither accountability nor compliance has been ensured. Apart from occasional fines, even the pollution department’s penalties are not fully recovered, making enforcement ineffective.

Residents appeal for PMO intervention

Citizens have urged the Prime Minister to:

  • Direct Noida Authority and PVVNL to follow NGT norms,
  • Ensure immediate road restoration after cabling work,
  • Establish a functional Pollution Control Cell,
  • Enforce accountability across departments,
  • Reduce dust pollution at the source.

Residents believe that if just the government departments begin following the rules, Noida’s dust pollution can drop significantly within weeks.
