New Delhi/ Noida: CONRWA, the oldest federation of Noida has written a letter to the Urban Development Minister, Government of India and NCR Planning Board, New Delhi regarding joint action along with the officers of all the concerned states and regional officers to prevent pollution in the entire NCR.
“Not only in Delhi but in the entire NCR, the level of pollution both P2.5 and P10 remains much higher than the standards throughout the year and at current the level of pollution both P2.5 and P10 has reached a dangerous level in the entire NCR. Due to this, it has become difficult for the citizens to breathe and their health is being adversely affected.”

Air pollution, wherever it originates, spreads to other areas with the wind
To control pollution in the entire NCR, there is a need to formulate policies on all the sources of origin and take action simultaneously and also to make the public aware.
Main reasons for the origin of pollution in NCR
No encroachment of any kind should be allowed on the roads of vehicular movement, which causes traffic jams and increases pollution from vehicles. In this regard, it is suggested that there are a lot of traffic jams on the NCR borders due to the daily toll of Delhi Municipality. CONRWA suggests that tolls for passenger vehicles should be stopped, rather making it mandatory to make pass at the beginning of the year and at the beginning of the month will provide relief, due to which there will be no jams and pollution will be reduced and vehicles carrying goods will be able to pay the toll by standing in a line.
Pollution from diesel vehicles
In many countries, it is compulsory to install an EPS System in all diesel vehicles. Due to this pollution from vehicles is very low in foreign countries. If the vehicle pollutes more than a certain level, then that vehicle does not start and the driver has to clean the EPS System by pressing the EPS Cleaner button first, only after that the vehicle can be started and for passenger vehicles only vehicles running on CNG should be allowed.
CONRWA suggests that All small public vehicles running on diesel should be banned and it should be made compulsory to install an EPS System (Environment Protection System) in large goods-carrying vehicles at the manufacturing stage itself. Regular pollution emission checks of diesel vehicles should be done according to strict standards.
- Pollution of all types of vehicles should be checked regularly and the pollution check certificate of vehicles entering NCR from outside NCR should be pasted on the windshield of the vehicles.
- Goods carrying vehicles like soil, sand, badarpur, cement, garbage etc. should be 100% covered with tarpaulin.
- Main roads in all urban areas should be cleaned only by vacuum machines so that dust does not fly.
- There are heaps of garbage in the dumping grounds of urban areas
Due to this, there is a foul smell in the surrounding areas and dust clouds also grow when the wind blows. Therefore, dumping grounds should be repealed by making a concrete policy and these should be used for making manure and electricity etc. in scientific ways.
Heavy pollution is released through chimneys in power generation plants
After studying it scientifically, CONRWA proposes air filters should be installed on them and the dust from the air filter should be constantly collected from other pipes below so that air pollution is minimized.
Rules for preventing pollution should be strictly enforced at the industrial units from which pollution is released and should also be regularly inspected
The units spreading highly sensitive pollution should be identified separately and suitable steps should be taken by making a separate policy on them.
While demolishing the old building, that building should be covered from all sides and it should be demolished in little steps so that pollution is reduced. Construction work should also be done by covering it from all sides on the lines of foreign countries and heaps of construction material and soil should not be kept in the open, rather they should be surrounded from all sides so that the construction material and soil do not fly in the air when the wind blows and STP Water (wastewater) should be sprayed on it as per requirement.
Government contractors should not dump construction material in public places for construction and repair for government contracts, but should bring only the required material as per requirement and work should be done. Along with this, the workplace should be cleaned and if it is very important to keep any material, then the above precautions should be taken.
Under no circumstances should burning of garbage and other things be allowed, because this is also a big cause of pollution
Whatever the reason for the burning of crop stubble by farmers for any reason, suitable steps and government assistance should be provided to remove it, because by taking measures for that, efforts can be made to stop pollution and after pollution has occurred, no measures can be taken to eliminate it. Therefore, efforts should be made to stop pollution by giving all kinds of support in this regard.
All the concerned ministries, state governments and authorities and related agencies should jointly make a policy of measures to stop pollution throughout the year. Which should be strictly followed and accountability should also be fixed for this so that the current situation does not recur and so that the government, related agencies and citizens do not have to feel helpless in case of pollution like that at present.
