NHRF Delegation Meets DM Medha Rupam: Federation Seeks Restructuring of DR Office, Dedicated AOA Cell and Review of UP Apartment Act, 2010
Noida: A delegation of the Noida HighRise Federation (NHRF) met Gautam Buddh Nagar District Magistrate Medha Rupam and raised several concerns regarding the functioning of the Deputy Registrar (DR) office and its handling of matters concerning Apartment Owners Associations (AOAs). The Federation also submitted a detailed written representation outlining its demands and suggestions for improving the administrative framework governing high-rise societies.
NHRF raises concerns over DR office
According to NHRF, a large number of high-rise societies in Noida have been facing difficulties with procedures, orders, and grievance redressal before the DR office. The Federation also raised concerns regarding the alleged inconsistent handling of complaints and the long tenure of certain officials and employees at the same place.
NHRF said the District Magistrate acknowledged that complaints related to the DR office had been increasing and that she had herself received several grievances concerning its functioning. The Federation said the DM took cognisance of the matter and directed concerned officials to take necessary action.

NHRF has demanded a comprehensive restructuring of the DR office, citing the growing number of high-rise societies and the increasing workload.
Among its key suggestions are:
Deployment of additional officers and staff
A clear Standard Operating Procedure (SOP) for AOA-related matters
A transparent grievance-redressal mechanism
Time-bound disposal of complaints
Greater accountability of officials and employees
Regular rotation of officials
Proper preliminary verification before detailed investigations or audits
The Federation has also sought assessment of the existing workload to determine the additional manpower required.
Demand for dedicated AOA office in Gautam Buddh Nagar
NHRF has proposed establishing a separate and dedicated AOA office or cell for Gautam Buddh Nagar. The Federation pointed out that the existing DR office handles matters concerning high-rise societies in both Noida and Ghaziabad. With the number of societies continuing to increase, NHRF believes that the existing administrative arrangement is placing additional pressure on the system. The Federation said a dedicated mechanism could help ensure faster and more effective disposal of AOA-related matters.
NHRF seeks review of UP Apartment Act, 2010
Another major demand raised during the meeting was a comprehensive review of the UP Apartment Act, 2010. NHRF has urged the Principal Secretary, Government of Uttar Pradesh, to examine the existing legislation and administrative procedures in view of the rapidly changing urban landscape and the growing number of high-rise communities. The Federation said the roles, responsibilities and powers of AOAs, residents, administration and other concerned departments should be clearly defined to reduce ambiguity and unnecessary disputes.

NHRF President Nikhil Singhal welcomed the prompt cognisance taken by DM Medha Rupam and said the growing number of complaints highlights the need to strengthen the administrative system.
“Today, a large number of high-rise societies in Noida are facing concerns regarding the functioning of the DR office. Restructuring of the DR office is the need of the hour.”
Singhal also called for additional staff and a dedicated mechanism for AOA-related matters, particularly as the office currently handles high-rise society matters in both Noida and Ghaziabad. He also reiterated the Federation’s demand for a comprehensive review of the UP Apartment Act, 2010 to make the legal and administrative framework clearer and more effective.
NHRF says AOAs need greater functional independence
NHRF Vice President Ashutosh Rai said excessive administrative intervention could discourage responsible residents from taking up positions in AOAs. He argued that elected AOA representatives should be encouraged to take responsibility for the management and development of their societies within the legal framework.
NHRF Secretary Kapil Mehra similarly said an AOA is a legal body and should be allowed to function independently within its legitimate responsibilities.

Office-bearers welcome DM’s intervention
NHRF Convener Ashok Bindlesh welcomed the action taken by the District Magistrate and said administrative responsiveness would strengthen the confidence of AOA office-bearers and residents. NHRF Greater Noida Convener Dinesh Mishra also welcomed the intervention and stressed the importance of time-bound action in matters concerning high-rise societies. NHRF member Govind Kumar said the growing number of high-rise societies in Gautam Buddh Nagar makes a dedicated DR office necessary.

The Federation said it hopes the District Magistrate’s intervention will lead to improvements in the functioning of the DR office and greater transparency, accountability and uniformity in AOA-related matters. NHRF also reiterated that a comprehensive review of the UP Apartment Act, 2010 could help create a clearer and more effective administrative framework for the rapidly expanding high-rise communities of Gautam Buddh Nagar.
