Noida: The Noida Citizen Forum has urged the University Grants Commission (UGC) to withdraw its newly introduced guideline titled “Promotion of Equity in Higher Education Institutions Regulations 2026”, expressing serious concerns over its possible social and academic impact.
In a formal representation, the forum stated that while equity and inclusion in education are essential goals, certain provisions of the new regulation appear to be contrary to the core purpose of the education system. According to the forum, the guidelines could lead to ideological, social and academic divisions rather than strengthening harmony on campuses.

The forum has flagged the possibility of misuse of the regulations, alleging that they may result in false complaints, biased inquiries and threats to the careers of students from the general category. It claimed that the new rules appear unfair to general category students and could expose them to unverified allegations of caste-based discrimination.
One of the key objections raised is the proposed formation of Equality Committees without representation from the general category. The forum also expressed concern over provisions that allow action without proper investigation and the absence of penalties for false complaints, which it says could encourage misuse of the system.
According to the representation, there is widespread dissatisfaction among students, teachers and parents over the new regulations. The forum warned that such policy changes, if introduced without broad consultation and consensus, could create mistrust and unrest in the academic environment.
The forum further stated that education should serve as a unifying force by providing equal opportunities and promoting intellectual growth, rather than creating confusion or inequality. It also objected to what it described as disproportionately harsh punishments under the new rules.
Appealing to the government and the UGC, the Noida Citizen Forum demanded that the guidelines be withdrawn immediately in the larger public interest. It suggested that if such regulations are considered necessary, they should be framed only after meaningful consultation with all social groups, ensuring equal opportunity for students from every category to present their views.
The representation was signed by Shalini Singh, Executive President of the Noida Citizen Forum, who expressed hope that the government would respect public sentiment and take an appropriate decision to ensure a balanced, inclusive and cohesive education system.
