Shivalik Homes : Flat buyers welcome UPSIDA action against the builder, demand early CC, OC and registry

Greater Noida: Flat buyers of Shivalik Homes Society at Surajpur Site-C, Group Housing Extension-II, Greater Noida, have welcomed the recent action taken by the Uttar Pradesh State Industrial Development Authority (UPSIDA) against the project developer. Residents say the move has raised fresh hope for the long-pending issuance of the completion certificate (CC), occupancy certificate (OC) and registry of their flats.

Buyers have been waiting for ownership rights for nearly a decade

Around 350 flat buyers in the society have been waiting for the completion certificate, occupancy certificate and registry for nearly 10 years despite paying the full amount to the builder. Due to the absence of these approvals, residents say they have been unable to obtain legal ownership of their homes.

Over the years, buyers have repeatedly raised their concerns through the UP Jansunwai app, emails, social media platforms and written representations. The issue was also highlighted in newspapers and news channels.

Residents said the matter was brought to the attention of UPSIDA officials, the Gautam Buddha Nagar District Administration, public representatives, the industrial development department and the office of the Yogi Adityanath, Chief Minister of Uttar Pradesh.

UPSIDA issues notice to the builder

Following persistent complaints by residents, UPSIDA headquarters directed action in the matter. On March 13, 2026, the regional manager of UPSIDA issued a notice to the builder, Cosmos Infraestate Private Limited.

The notice directs the builder to deposit the pending lease rent dues of UPSIDA and submit the required documents related to the completion certificate and occupancy certificate within one week.

Nine unsold flats already sealed

According to the notice, nine unsold flats in Shivalik Homes Society had already been sealed by UPSIDA on December 17, 2025, due to pending dues and non-compliance by the builder. The sealed flats include A-401, A-402, A-403, A-404, A-406, A-407, A-408, A-1901 and A-1907.

The authority also stated that recovery proceedings had earlier been initiated through the Tehsildar Dadri for the recovery of dues related to the project.

Warning of attachment proceedings

UPSIDA has warned that if the builder fails to deposit the pending dues and submit the required documents within the stipulated one-week period, the authority will initiate attachment proceedings against the unsold flats.

Residents welcome action, seek time-bound resolution

Residents of Shivalik Homes Society have welcomed the step taken by UPSIDA and expressed hope that the action will finally lead to the issuance of CC, OC and registry.

Flat buyers have urged the authorities to ensure time-bound action so that the decade-long struggle of hundreds of families waiting for legal ownership of their homes can finally come to an end.
