
Noida: An important meeting was organized by the DM of GBN at Surajpur collectorate on May 15, 2025, at 3:00 pm. The meeting was attended by the representatives of Greater Noida Authority, Noida Authority, ADM (Finance), AIG, various builder representatives and flat buyer organizations.
The main topic of the meeting was to ensure strict action on the sale process of flats without a Completion Certificate (OC/CC) and the irregularities committed by the Authority and the builders.
The District Magistrate gave clear instructions that—
The offices of builders who have sold flats without valid OC/CC will be sealed and an FIR will be registered against the concerned officials of the Authority and the builders. Departmental disciplinary action will also be ensured.
Key decisions and discussed points –
1. Other projects including Mahagun Modern were identified in which flats were sold without OC/CC.
2. Straightforward complaints have been invited from flat buyers so that legal action can be taken coherently.
3. Registration of flats should be done only on the basis of carpet area – it was said that a quick solution should be found on this.
The buyers also presented their solutions which were heartily welcomed by one and all —
- Full details of all financial transactions between the builder and the bank should be made public.
- Regular percentage-based tax systems (such as 2% under GST on rent agreements) should be functional on rental or maintenance team agreements in group housing so that unplanned and illegal rent contracts can be stopped.
- The trend of selling a flat multiple times should be investigated and details of transfer charges should be examined.
Important example:
Naresh Nautiyal presented the example of his flat, in which despite having a valid registry with him, the builder sold the flat again to someone else and fraud was committed in the name of bank loan.
This was a direct example of corruption which made an officer of the authority uncomfortable, but the District Magistrate kept the discussion going impartially.
Other issues:
Attention was also drawn to serious irregularities about Devika Builder, where some other builder is constructing fence 2 on the land of Devika Gold Homes and the legal traffic route has been blocked. This is the ordinary route of buyers, due to which they have to travel 2 kilometres more every time and have to go through the village. This FIR was demanded against both the builders and the related documents were presented to DM, CEO through WhatsApp.
Conclusion:
The District Magistrate gave strict instructions that—
- No negligence of any kind will be accepted in the public interest. All complaints will be legally investigated and strict action will be taken against the culprits.
In the said meeting, former MP candidate Naresh Nautiyal, Trustee Sanatan Trust, Chakrash Jain and Joginder Singh along with other flat buyers effectively put forth the problems through their logical and factual points.
During the meeting, the concerned officer of the authority informed the District Magistrate that all payments have been made by the flat buyers in the Gaur Sons project. The authority is internally calculating the outstanding amount, in which some errors have been identified. The officer assured that the said errors will be rectified soon, after which the process of registration will be started.
