Noida : The Confederation of NCR Residents Welfare Associations (CONRWA) has strongly criticised the Noida Authority and the Delhi Metro Rail Corporation (DMRC) for what it calls a growing “race to encourage encroachment” in the city’s busiest commercial zones.

In a letter addressed to the Chief Executive Officer of the Noida Authority, CONRWA President Dr P.S. Jain highlighted the deteriorating traffic and pedestrian conditions in Sector 18 and surrounding areas. Despite the city’s already strained traffic management, the organisation alleges that new policies of the authority are further complicating the situation instead of easing it.

Encroachment at peak in Sector 18

According to CONRWA, Sector 18, the city’s prime commercial district, has seen rampant encroachment across its main markets, including the Meena Bazaar stretch and the lanes towards Atta Market. Residents complain that even walking has become difficult due to overcrowding and unauthorised structures.

Parking removed, kiosks introduced

The Noida Authority is facing criticism for allegedly eliminating designated parking spaces in Sector 18 to introduce new kiosks. CONRWA claims that these kiosk plans are not aligned with public interest and appear to prioritise revenue generation over orderly urban management. The letter warns that such kiosks attract crowds, directly worsening congestion and obstructing smooth vehicular movement.

DMRC following suit

In a concerning development, CONRWA alleges that the DMRC has started renting out spaces under metro station staircases and adjacent areas, spaces that were not originally designated for commercial use. Specifically, the association points to the area beneath the staircase at Gate No. 2 of Sector 18 Metro Station, which has allegedly been leased out, increasing footpath encroachment and causing pedestrian chaos. The association questions whether the original DPR (Detailed Project Report) for Sector 18 metro planning included provisions for renting out these public access areas.

CONRWA’s demand

CONRWA has urged the Noida Authority to:

  • Immediately remove all unauthorised encroachments created beyond the original DMRC DPR.
  • Refrain from constructing kiosks in parking zones and instead use only vacant, non-utilised spaces.
  • Prioritise public convenience and traffic movement in future policy decisions.

Copies of the letter have also been forwarded to the Chief Minister of Uttar Pradesh and the Chairman of the Noida Authority for urgent intervention.
