DDA Flat: A major change is about to happen for people living in DDA flats in Delhi. From April 1, 2026, the Delhi Development Authority (DDA) will take care of the day-to-day maintenance of its housing complex flats itself. The aim of this decision is to improve cleanliness, security, and other necessary facilities in the flats.
Until now, people faced problems because the responsibility for maintenance was not clear in many places. It is expected that this new arrangement will reduce these problems.
Flat owners will have to pay a service charge
Under the new arrangement, flat owners will be charged a service fee every three months. This amount will be spent on the maintenance of cleanliness, security, and other facilities in the housing complex.
DDA will send bills to flat owners, and they will have to pay within the stipulated time. If payment is not made on time, an annual interest of 12% may also be applied.
Which tasks will DDA perform
After the new system is implemented, DDA will take responsibility for several essential services, such as:
- Cleaning of common areas
- Security arrangements
- Supervision of lift and electricity systems
- Cleaning of water tanks and rooftops
- Maintenance of basements and corridors
- Minor repairs
- Cleaning of garbage disposal areas
These services are expected to provide better facilities for people living in the housing complex.
Until when will DDA do maintenance
DDA will maintain the flats until:
- 80% of the flats in a housing pocket are not occupied, or
- The Resident Welfare Association (RWA) is not registered there.
Whichever happens later among these two, DDA will continue to take care of maintenance until then.
How will the service charge be decided
The maintenance charge will be determined based on the size and category of the flat. GST will also have to be paid on it.
Initially, this charge will be determined based on estimated expenses and can later be revised every year considering inflation and actual expenses.

Why this decision was taken
Earlier, DDA used to charge only once for major repair works when selling flats. There was no regular arrangement for everyday maintenance. Because of this, many housing complexes faced issues with cleanliness and upkeep.
Now, with the implementation of the new system, it is expected that people living in DDA flats will receive better facilities, and housing complexes will become more organized and clean. This new system, which will be effective from April 1, 2026, is considered a major step towards improving the maintenance of DDA flats.
