Noida : A serious governance controversy has surfaced at Logix Blossom County in Gautam Buddh Nagar, Uttar Pradesh, after a senior medical professional submitted a detailed and strongly worded complaint alleging prolonged harassment, financial opacity, stalled elections and suspected irregularities in electricity management.

Dr J. S. Bedi, a lawful flat owner in the society and a medical practitioner with 27 years of professional experience, has stated that he has been facing continuous mental, financial and professional distress for nearly 16 years due to property-related complications and issues arising from the functioning of the Apartment Owners Association. He maintains that his intention is not to create confrontation but to seek transparency, lawful governance and protection of members’ rights.

Claim of long-term mental and financial distress

In his representation, Dr Bedi explains that despite serving the medical field with dedication and integrity for nearly three decades, he has found himself entangled in prolonged property and management disputes within the society. He describes the situation as one that has severely affected his mental well-being and financial stability, hindering his ability to rebuild his professional life.

According to him, what began as administrative complications gradually escalated into a prolonged struggle involving governance uncertainty, procedural confusion and lack of institutional clarity.

Alleged obstruction in the sale of a flat

Dr Bedi has informed authorities that he now wishes to sell his flat in order to restart his professional practice and arrange funds for his children’s education. However, he alleges that the process has been obstructed by systemic and administrative barriers within the society.

Property dealers repeatedly insist that he bring potential buyers himself, despite being the legal owner and not a broker. the administrative uncertainty and ongoing governance issues within the society discourage prospective buyers, who become hesitant upon learning about internal disputes and management instability.

According to him, the absence of clear procedural guidelines and lack of cooperative support from society authorities have made the sale process unnecessarily complicated. He has requested that no administrative or procedural hurdle be placed on his legal right to dispose of his property.

Allegations of mental pressure by the AOA

The complaint also alleges that over the years, he has experienced direct and indirect mental pressure from the Apartment Owners Association. While acknowledging that he may not be fully conversant with the technical and legal nuances of housing society regulations in Gautam Buddh Nagar, he asserts that procedural inexperience should not be used to exert pressure on a member.

He has called for a fair, transparent and legally compliant functioning of the association, arguing that housing societies must operate within clearly defined regulatory frameworks.

Elections pending for three years

One of the most serious concerns raised in the complaint relates to the alleged failure to conduct society elections for the past three years. Dr Bedi claims that despite multiple reminders from the Election Officer, including a third reminder, required documents were not submitted and elections were not conducted.

In the absence of a duly elected governing body, he questions the legitimacy of major financial decisions taken by the current management. He argues that imposing increases in CAM and DG unit charges without a valid electoral mandate undermines democratic principles within the society.

Absence of annual general meetings

The complaint further states that no properly convened Annual General Meeting has been held in the last three years. Dr Bedi maintains that any financial increase must follow due process, including circulation of a proper agenda, transparent disclosure of financial statements and approval by majority vote.

Without an AGM, he contends that financial decisions appear procedurally unsound and lack democratic endorsement.

Demand for financial transparency

Before any fee revisions are implemented, Dr. Bedi has sought comprehensive financial disclosure. He has questioned why audited financial statements have not been shared with residents and sought clarification on the status of statutory dues payable to government departments, including whether any delays or defaults have occurred.

I demand a detailed reconciliation of recurring additional electricity charges that residents have reportedly questioned. In addition, he has raised concerns over the continued malfunctioning of the Sewage Treatment Plant despite regular maintenance payments, stating that such failure poses environmental and health risks.

Alleged irregularities in the electricity connection transfer

The dispute has expanded further with allegations concerning electricity management. Dr Bedi has sought immediate intervention from:

  • Paschimanchal Vidyut Vitran Nigam Limited
  • Uttar Pradesh Electricity Regulatory Commission
  • The District Magistrate and the district administration

He has demanded an immediate investigation into any alleged unauthorised attempt to transfer the main electricity connection to the AOA. He has also called for a detailed audit of electricity charges collected from residents over the past three years and reconciliation of those amounts with payments made to PVVNL.

If any unauthorised transfer process has been initiated, he has urged authorities to suspend or cancel it immediately.

Furthermore, he has requested the implementation of multi-point metering in accordance with UPERC policy to eliminate intermediaries and ensure direct billing to residents, thereby preventing alleged exploitation.

Call for criminal and regulatory action

The complaint also seeks appropriate criminal and regulatory action under the Electricity Act, UPERC regulations and relevant provisions of the Indian Penal Code if violations are established. The alleged offences cited include misrepresentation, criminal breach of trust and unlawful gain from public funds.

Appeal for lawful and democratic governance

In conclusion, Dr. Bedi reiterates that his purpose is not to generate conflict but to ensure the lawful, transparent and democratic functioning of the society. He has requested that authorities take immediate cognisance of the issues raised, ensure that no barriers are placed in the sale of his flat and safeguard the rights of all members through proper regulatory oversight.

As of publication, there has been no official response from the society’s AOA or the concerned regulatory authorities regarding the allegations.
