Greater Noida West : Even after the third official notice from the District Magistrate’s office, Casa Greens-1 Society’s 225 flat buyers in Greater Noida West are still waiting for their property registrations. The builder, Radhakrishna Techno Build Pvt Ltd, led by Naveen Goyal, has failed to initiate the registry process despite being ordered on September 18, 2025, to conduct a registration camp within 15 days.

Under the leadership of AOA Secretary Mahesh Yadav, the buyers had met DM Medha Roopam on September 16, seeking intervention. Following this, the Assistant Inspector General (Registration) issued a formal notice to the builder, instructing him to complete the registry process for all 225 buyers within 15 days.

Builder ignoring DM’s notice

However, the builder has neither responded to the DM’s directive nor communicated any plan or schedule for the registry.

Even after the 3rd notice, the builder refused to cooperate. He arrogantly remarked that such notices keep coming and he doesnt care about them.

₹5,000 taken in cash but no progress

According to the buyers, the builder recently collected ₹5,000 in cash from each of them, claiming it was for the final registration process, yet no action has followed. Notably, Occupancy Certificates (OC) for all towers and permission for 143 flat registrations are already in place, making the builder’s delay appear deliberate.

Buyers are burdened with daily late fee

Since September 3, 2025, buyers have been compelled to pay a late fee of ₹100 per day due to non-registration, even though the delay is on the builder’s end.

₹1.5 Crore dues pending with the authority

Reports indicate the builder owes ₹1.5 crore to the Greater Noida Authority, which has stalled registry permission for 80 flats. Buyers allege the builder adopted the Amitabh Kant Committee’s rehabilitation scheme to avoid penalties but failed to pay the final ₹1.5 crore installment, resulting in further delays.

Complaints escalated to top officials

Frustrated buyers have now escalated the matter by filing complaints through the Chief Minister’s portal and emailing the Chief Secretary, Greater Noida Authority Chairman, CEO, DM, and Police Commissioner.

Buyers say they will next meet the CEO of Greater Noida Authority to demand strict action against the builder, whose non-cooperation and indifference have caused immense distress.
