Greater Noida West: Serious allegations of financial mismanagement have emerged at 11th Avenue, Gaur City-2, following a forensic audit that reportedly exposed irregularities amounting to crores of rupees. The issue stems from a prolonged dispute between the Apartment Owners Association (AOA) and residents over tender procedures and alleged illegal electricity disconnections.

Several residents had earlier filed complaints with the Deputy Registrar of Ghaziabad, alleging violations in the tender process and arbitrary power cuts. After two hearings, the Deputy Registrar in August 2025 directed the AOA to initiate a fresh and transparent tender process, immediately stop any unlawful disconnections and conduct a forensic audit of the past four years.

External forensic audit conducted

Following the directive, an independent Chartered Accountant firm was appointed to conduct an external audit. Residents say this is the first time in the society’s history that a detailed third-party financial examination has been carried out, bringing spending patterns under formal scrutiny.

Key findings of the audit report

According to residents familiar with the report, the audit has flagged multiple procedural and financial irregularities, including:

  • Execution of major works without formal proposals
  • No evidence of three mandatory quotations
  • Absence of General Body Meeting approval
  • Payments made against incomplete or provisional bills
  • Cash payments beyond permissible limits
  • Missing GST documentation
  • Use of alleged fake or informal bills

The findings have raised concerns about possible misuse of residents’ funds collected through maintenance charges and other contributions.

Fresh complaints filed

Despite the audit observations, residents allege that new contracts, including major painting works, are being executed under a disputed tender process and without engineer certification. Fresh complaints have reportedly been submitted to the Deputy Registrar’s office.

Residents demand accountability

The lack of visible administrative action after the audit findings has intensified frustration among residents. Many argue that the matter involves public money contributed by hundreds of families and therefore requires urgent intervention.

Residents have warned that if prompt action is not taken, they will approach the District Magistrate seeking recovery proceedings and may move the court for further legal remedies.

They also allege that requests for financial statements and supporting documents are not being adequately addressed by the current AOA.

AOA President Sachin Tyagi responds to audit allegations

After publication of the report, Apartment Times received a call from 11th Avenue AOA President Sachin Tyagi, who shared the following statement:

After the Deputy Registrar’s order, the four-year audit was initiated by the Registrar’s office. The audit has been completed and the report has been submitted to the concerned Registrar office. However, we have not received any communication from the Registrar office regarding any discrepancy in the audit. Once we receive any correspondence from the Deputy Registrar office, we will respond accordingly.
Until the society receives any official letter or audit report from the competent authority highlighting discrepancies, how can we conclude that any corruption has taken place? We have already applied for a certified copy of the audit report. Once we receive it, we will give a detailed reply.

Tyagi further termed the allegations raised by a resident as baseless

The statement given by the fellow resident is totally fake and based only on allegations. He was earlier a good friend, but after we denied his unjustified demand for fencing his car parking space in front of the children’s park, he turned against us and started spreading propaganda.

The forensic audit report clearly records an expenditure of ₹2.4 lakh

Several residents stated that when 34 residents had formally raised complaints regarding the painting issue, singling out only one individual reflects internal society politics rather than a genuine grievance. As per the residents of 11th Avenue, the allegations against Sachin Tyagi appear unsubstantiated. They pointed out that the forensic audit report clearly records an expenditure of ₹2.4 lakh during his tenure, which constitutes documented evidence.

Residents further added that narratives and informal stories often circulate within housing societies, but only verified reports establish the factual position. In a democratic framework, they emphasized, documented evidence remains the strongest basis for accountability.

Resident Vikram Mall stated that his allotted parking space is in the basement and that his vehicle is expected to arrive only in March.

Sachin Tyagi, the AOA President of the society, frequently makes baseless allegations against residents. Concerns are being raised by multiple residents and not just by one individual. On one occasion, Sachin Tyagi even questioned the authenticity of an official letter issued by the Deputy Registrar, stating that it appeared fake to him.

Another resident, Ashish Bisht, alleged that despite having direct access to the maintenance staff, security personnel and supervisors, Sachin Tyagi did not receive the audit report through official internal channels, while several residents obtained it independently !

This raises serious questions and suggests a possible attempt to delay formally sharing the report with residents, potentially to allow the alleged financial irregularities to fade from public attention.
